I am trying to create a contact list in new Outlook Windows 11.

I did each of these steps including typing in the email addresses I wanted to include.

I then clicked on the "Your Contact Lists" dropdown and the list was there just as typed with the name "Family".

BUT when send a new email message with "Family ' in the "To" line it does not send and I get a message shortly after stating:

For New Outlook (Windows)

Click the People icon on the left-hand side of the Outlook window.

At the top of the People view, click the arrow next to New Contact and select New Contact List.

Enter a name for your contact list in the Name field.

In the Add Members field, type the names or email addresses of the people you want to include.

Click Create to save the contact list.

It seems you are experiencing an issue with sending emails to your newly created contact list in Outlook. Here are a few things to check:

    1. Ensure the Contact List is Saved Properly: After creating the contact list, make sure it is saved correctly. You should see it in your "Your Contact Lists" dropdown.
    2. Check Email Addresses: Verify that the email addresses you entered in the contact list are correct and formatted properly. Any errors in the email addresses can prevent the email from being sent.
    3. Use the Correct Name: When typing the name of the contact list in the "To" field, ensure that it matches exactly with the name you saved it as, including any spaces or punctuation.
    4. Outlook Configuration: Sometimes, issues can arise from how Outlook is configured or if there are connectivity issues. Make sure your Outlook is connected to the internet and functioning properly.
    5. Contact Group Limitations: If you are using an Exchange ActiveSync (EAS) account, note that creating and sending to contact groups may not be supported. If this is the case, you might need to create a distribution list instead.

If you continue to experience issues, consider checking the Outlook support documentation or contacting support for further assistance.
