Spam emails consistently send email to me & cc me. Rule to block doesn't work.

I'm constantly getting spam emails that follow this pattern, they to & CC me, this, for whatever reason, bypasses spam filtering despite me getting these damn emails for weeks.

I also have the rule that should catch them, but, it doesn't work, as evidenced by the screenshot of the email that bypassed it.

How do I fix this, or, if it's a bug, how do I report it to get it fixed?

    Is the email address shown in the “To” field? Doesn’t it show as “You”?
    When I send an email to myself, will it show the email address or “You”?
    As an alternative, you may also consider sorting emails by subject line.

    自分自身にメールを送信したら、メールアドレスですか? Youですか?
    代替策として、メール件名で振り分けすることも検討してみてください。

    Your rule didn't specify an action though, that field is missing. Also, the condition is an "OR" relation I believe, that means you are on the TO line or you are on the CC line, that will end up block every email to you.

    Tell me more about these emails - are they from the same sender, or same domain? Are they arleady in junk folder?
