This is phishing scam. msn.com email address is free account for users, not Microsoft's official communication account.

A legitimate email from Microsoft regarding your account always comes from domains ending in @accountprotection.microsoft.com

The email you received claiming that your MSN account will be closed on February 15 and asking you to answer profile questions is likely a phishing scam. Legitimate emails from Microsoft regarding account issues will not ask for sensitive information or prompt you to respond in such a manner. Always verify the sender's email address and be cautious about clicking on links or providing personal information in response to unsolicited emails.

If you have concerns about your account, it's best to log in directly to the official Microsoft website and check your account status there, rather than responding to the email.
