I can't update to Windows 11.

When I went to update to windows 11 I got this fault "Your device is missing important security and quality fixes." so I did a health check and it told me you are able to download windows 11 so I went back to the download page in settings and everything I tried I tried reinstalling Windows 10 the most recent version that didn't change it I've tried doing a scan to troubleshoot it and fix it and it said it did find somethings and it fixed them but I still am getting this fault but it's not telling me what security or quality fixes are needed it just gives me the fault and when I check for updates it it checks it shows like it's thinking and then it just stops and they and I still have that red letter fault that says your device is missing important security and quality fixes and I don't know what to do.
