Allowing Guest users to upload files to SharePoint via Group-owned Form

I have a requirement where I use a Group-owned Form for users to upload files as part of a workflow. Once the file is uploaded, I use PowerAutomate to send a variety of emails, depending on various responses in the Forms. The uploaded attachment is a key element to the workflow (the attachment needs to be provided to a downstream system as an attachment).

The whole workflow works for Internal users, but doesn't work for Guest users, who get an 'Access Denied' error on trying to upload a file.

If I use SharePoint to look at the 'Manage Access' UI for the target folder, Forms has created a link which can be used for Upload only access by Internal users. If I use that link in a browser session connected as an external user, I get an Access Denied message.

If I create another link via that SharePoint Manage Access UI, I can give my Guest group Modify access to exactly the same folder (i.e. more access than just Upload). It seems that the link created by Forms doesn't respect the organisational policy for file sharing from SharePoint.

I understand that this functionality is apparently "by design". On that basis, I ask that 'Guest access to upload files to SharePoint via Group-owned Forms is governed by organisational SharePoint file sharing policy settings' be added to the relevant feature backlog (for either Forms or SharePoint).
