I cannot access my Azure account and emails. How do I unlock my Azure and Hotmail accounts with this error?

I think that msg means the whole tenant slipped into the inactive bucket… once it lands there, only a global admin can bring it back from the M365 admin portal.

every time I’ve had to fix this, opening a support ticket from the admin center is what re‑activates the tenant on the backend.

Hello Esraa ibrahim,

This issue will be resolved by signing in using the tenant-specific Azure portal URL and the tenant ID I have provided over the private messages tab:

https://portal.azure.com/<tenant-ID>

Once you accessed the portal through the tenant-scoped URL, the tenant became active again and you will be able to manage resources without further issues.

And the tenant will be restored successfully.
