Group email function is blocked

I run Outlook on my iPad for email. Recently after changing my email address, Microsoft is blocking all email messages with 10 or more recipients. My “Mail Shot” app won’t work, nor will building individual email distribution lists on messages to be sent. In all cases the email sent is bounced back and placed in my draft file with a message that references security and a “daily message limit”. How do I get my email back to normal.

BTW, the Microsoft prompts keeps trying to direct me to Microsoft 365 as a solution. That also does not solve the problem.

    Please note that Outlook.com limits daily recipients and recipients per message; limits can be lower depending on usage history and are temporarily low for newly created/changed accounts until credibility increases. Please follow these steps:   

    1. Send in smaller recipient batches under the current cap. Outlook.com enforces “number of recipients for a single message” and “daily recipients.” If you’re blocked at 10, keep each message below the current enforced maximum until your quota recovers. Split the list into smaller groups and send them spread out. See: Sending limits in Outlook.com - Microsoft Support 
    2. If many recipients are “new” to you, convert them to relationship recipients first. Add recipients to Contacts, then email smaller batches starting with your most frequently contacted people to rebuild sending reputation.  
    3. If you have Microsoft 365 Personal/Family, verify you’re sending from the subscribed mailbox. Ensure the account you’re sending from is the Microsoft 365-subscribed Outlook.com mailbox (not a connected third-party mailbox), because connected accounts depend on the provider’s limits.
