When an organization no longer has access to its Global Administrator account, Microsoft cannot simply grant access over the phone due to security and data protection requirements. Administrative accounts have elevated permissions, so Microsoft Entra ID enforces strict identity verification before any ownership or admin access changes can be made. This is by design to protect customer data and prevent unauthorized takeovers of Microsoft 365 tenants.
With that in mind, the steps below outline the supported ways to regain access.

In cases where there is no reachable Global Administrator, the Microsoft Data Protection team is the only group that can assist with tenant recovery after verifying ownership of the organization. Forum moderators and community members do not have access to tenant settings and cannot reset admin roles, billing access, or authentication methods. We also do not have access to Microsoft’s internal verification systems. Only the Data Protection team can handle this type of request.
To improve your chances of reaching the correct team through the automated phone system, the following example may help when responding to the IVR prompts:
IVR: What kind of problem are you concerned about?
You: Authenticator
IVR: What product do you use?
You: Office 365 for business
Verification: Education or company account?
You: For companies
IVR: Are you an administrator?
You: Yes
IVR: Are there any other administrators in your organization?
You: No
IVR: Do you need a service request?
You: Yes. I need to create a ticket and be connected to the Data Protection team.
- Create a new tenant to submit a support ticket
If you cannot reach a live agent, there is still a workaround, you might consider registering for a new tenant by signing up for a trial subscription.
To set up a new tenant, please follow these steps:
Visit Microsoft 365 Business Plans and Pricing | Microsoft 365. This would allow you to create a new tenant following the prompts provided. Once set up, you can access the admin console of the new tenant and submit a support ticket requesting to speak with the Data Protection team on behalf of your previous tenant.
Follow the guided setup process to create a new account for a new tenant.
Once your tenant is created, you should be able to access the support portal and submit your ticket referencing your locked account without further issues.
In your ticket description, you'll need to clearly explain that you're trying to regain access to your previous Microsoft 365 tenant and need help from the Data Protection team. Here's a message you can use or adapt:
_"_Hello, I’m unable to access our original Microsoft 365 tenant because the previous Global Administrator is no longer reachable. Our subscription is about to expire, and I do not have admin or billing access to update payment information or manage the tenant.
I created this new tenant solely to request assistance. I am requesting help from the Data Protection team to verify our organization’s ownership and recover Global Administrator access to the original tenant. I’m happy to provide any required business documentation or verification details."
