Based on the information you’ve provided, it appears that you are having an issue with your payment after trying multiple credit cards and you are unable to contact Microsoft Support via phone.
Could you please let me know if you are using personal account or business account?
If you are using business account, you can try submitting a new service request by following these steps:
- Go to the admin center at https://admin.cloud.microsoft. If you are not the admin, please help us to contact directly to your IT Admin.
- On the bottom right side of the page, select Help & support.

- Selecting "Contact Support". Then, choose contact method: "Phone" or "Email"

- Enter a description of your issue, confirm your contact number and email address, select your preferred contact method, and then select Contact me. The expected wait time is indicated in the Contact support pane.
