Based on my experience and the research I’ve done, Japan does not have Microsoft Calling Plans available. Calling Plans are a prerequisite for submitting a port‑in request, which is why Japan does not appear as an option in the porting wizard. The porting tool only displays countries where Microsoft actively sells Calling Plans, and Japan is not included in that list.
