Problem using rules to categorize email from contacts in your address book

I have 35,000 eamils in my exchange email box. I am using Office 365 Outlook classic on Windows 11. I tried to use the following rule: Sender is in the Contacts Address Book and on this computer only Assign it to the ContactMail category.

The rule processes when I run it on the Inbox, but it isn't assigning the categories. Also the process runs very quickly which tells me its not running on all of the messages in the inbox.
