Developer Program shows Join only; phone already associated (40901) – need sandbox eligibility reset

I am enrolled in the Microsoft 365 Developer Program with the account [Moderator note: personal info removed].

My previous sandbox tenant appears to have been deprovisioned after an SC-300 lab environment expired.

When I attempt to provision a new sandbox, I receive error code 40901 stating that my phone number is already associated with an existing developer account.

However, the Developer Dashboard now only shows the option to “Join” and does not provide an option to Configure or Set up a sandbox.

Could you please reset my sandbox provisioning eligibility so that I can create a new Microsoft 365 E5 Developer sandbox tenant?

    Hello David,

Thank you for reaching out to the Microsoft Q&A forum.

Please note that, as a forum moderator, I do not have access to the internal systems required to investigate individual account‑related issues due to privacy and security constraints. In addition, the qualification and renewal process for Microsoft 365 Developer Program tenants is fully automated and based on predefined algorithms and telemetry. Therefore, I am unable to manually reset or override Developer Program eligibility.

I recommend reviewing the AI‑generated response in your post, as it provides helpful insights that align closely with my own understanding of the issue. you will need to delete your existing Microsoft 365 Developer Program account before you can create a new sandbox. Then you can create a new one after 60 days. REF: https://learn.microsoft.com/en-us/office/developer-program/microsoft-365-developer-program-faqUser's image

I hope this clarifies the situation. Thank you for your understanding.

To resolve the issue of error code 40901, which indicates that your phone number is already associated with an existing developer account, you will need to delete your existing Microsoft 365 Developer Program account before you can create a new sandbox. You can do this by signing into your Developer Program dashboard and selecting Delete Profile. Keep in mind that after deleting your account, you can only create a new subscription after having your existing subscription for more than 60 days.

If your previous sandbox tenant was deprovisioned, it is essential to ensure that you follow the proper steps to reset your eligibility for sandbox provisioning. Unfortunately, there is no direct option to reset eligibility without deleting the existing account first.

Once your account is deleted, you can sign up again and provision a new Microsoft 365 E5 Developer sandbox tenant.
