Outlook keeps corrupting attached pdfs or office docs

Especially if I forward and email with pdf attachment, the recipient isn't able to open the pdf, nor am I able to open it in send mail. Error message states Adobe Acrobat Reader could not open {filename} because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded).

I am on Windows 11 Pro, Microsoft® Outlook® for Microsoft 365 MSO (Version 2602 Build 16.0.19725.20058) 64-bit

    Thank you for posting question to Microsoft Q&A Forum.

    According to this issue, may I know if have tried to send the PDF attachment using Outlook on the web (OWA) ? The reason why I'm asking this is to check if this issue is happening on both client and web (exchange issue) or only the Outlook client (which means it could be profile issue since it could not re-produced by using OWA).
    Please also considering sending another pdf file as well for testing to see if the issue is isolated to a specific PDF file.

    If this issue is specifically happening only on Outlook client, consider creating a new Outlook profile or check Outlook add-ins should be the first step.
