Credit card bound to Azure but cannot login to Azure portal

I have a credit card on my microsoft account that cannot be removed, it's said it is bound to an azure subscription. But I cannot login to azure portal, it keeps asking me for code from authenticator app, which I no longer have. This looks like a dead lock. How can I get access?
