My camera stopped working. It says it is being used by another app or is blocked. Help

My camera was working properly. As of today it stopped working and says it is either being used by another app or needs to be switched on. I have worked on this all day--Help!

    Can you please do a power reset.

    To do so, turn off the computer, unplug the computer from the power cord, then hold down the power button for 30 seconds. Turn the computer back on to see if it works.
