will not recognize my serial number i try to add a device

time after time i have tried the different steps your people have suggested and continue to get the same result, nowhere... So here we are trying to solve the problem in the description above. When trying to add a device a.k.a. laptop the system set in place will 'continue to not recognize the serial number of the 2 in 1 laptop... i am not able to use the google play store to download apps, nor the Microsoft. Actually the Microsoft store will let me download them but they will not load and if it tries to it says there's an issue with no recourse of a fix of any kind. please and thank you i need your immediate attention to this reoccurring problem at your earliest convenience.
