Model 4 airpods can't connect to tablet pc

I am trying to connect my airpods to my pc tablet but it my model 4 airpods do not show and it does not have the pairing button

To pair your AirPods, press and hold the power button on the AirPods case for about 10-15 secs until the light turns red and then white.
