To clarify, what happens when you try accessing WinRE? Have you tried the other options there, such as System Restore or Reset this PC (Keep my files)?

I am stuck in a preparing automatic repair loop. I can't do any of the troubleshooting methods because I get an error message anytime I try to do the startup repair or command prompt or any of the other methods. The error has a code of 8007139f. I have no idea what to do to get out of this loop.
