I am not able to receive verification or authentication code on my backup email

I am trying to log into the Azure portal that requires two factor authentication. It asks for the backup email that I have added to my account. I enter it correctly but I do not receive the verification code on that email address. I am effectively locked out of Azure. what can I do? Can someone help.
