if the renewal of an Microsoft certification has expired you have to earn the full exams again. Sorry.

My certification expired. What happens now? If your certification expires, you must earn the certification again by passing the required exam(s). For more information, visit our Certification expiration policy.

Unfortunately, once your Microsoft certification has expired, you cannot renew it. You can only renew a certification within the six months prior to its expiration date. Since your opportunity to renew the Azure Developer Associate certification has already expired, you will need to re-earn the certification by passing all the required exams again.
