Your tutor is most likely talking about the Azure Student subscription which you can sign up for here: https://azure.microsoft.com/free/students
Please note that the system will verify if you are eligible for the subscription when you sign up for it. You must meet the following criteria:
- You are enrolled on a degree at university or college,
- You must have an email address provided by your university/college which will be used to verify your status,
- The course you are enrolled on is a full time course that is two to four years,

When completing the form, please sign into your personal account to complete the form. You will see a box on the form where it asks you for your university/college email address. Once you first submit the form, you will get an email sent to your university email address with a code. This will direct you back to the form where you can sign back into your personal account and apply the code provided into the email where it asks for a verification code.
This will allow you to submit the form again where the system will verify your eligibility. If you are eligible for the subscription, it will automatically apply the subscription to your tenant where you can view it within the Cost Management service here: https://portal.azure.com/?feature.msaljs=true#view/Microsoft_Azure_GTM/ModernBillingMenuBlade/~/Overview
