I understand how inconvenient it can be when frequently used options like This PC and Browse appear at the bottom of the Open tab in Microsoft Excel and require scrolling each time.
At this time, the layout of the File > Open page is part of the built-in interface design in Microsoft 365. Unfortunately, there is no supported option to rearrange or move the This PC and Browse buttons to a higher position on the screen. These elements are not customizable through Excel Options, Ribbon customization, or any configuration settings.
As a possible workaround, you may consider:
- Pinning frequently used folders so they appear near the top of the Open list
- Using the Recent files section for quicker access
- Using the shortcut Ctrl + F12, which opens the Browse dialog directly
