It's missing user assignment or admin consent. In Microsoft Entra admin center, go to Enterprise applications, open your app, check Users and groups, and make sure you assigned the affected users. Then open API permissions and confirm admin consent is granted for your tenant. If consent or assignment is missing, Graph returns itemNotFound. After fixing this, ask users to sign out and sign in again.
