As I checked, recently there are no outage with the Xbox sign-in. Before we proceed, I'd like to ask a few questions to better understand the situation.
- May I know if there are any issues with other Microsoft Apps or Services?
- Can you log in with another account?
In the meantime, please try this quick solution.
- Go to Settings > Time & Language > Date & Time.
- Make sure "Set time automatically" and "Set time zone automatically" is enabled.
- Select "Sync now" to sync the clock.
- Restart the apps and try again.
