I understand that at the moment, you are unable to assign Microsoft Teams licenses to three users, even though the licenses are still showing as available.
Please help me check the following information:
- Make sure you are signed in with an account that has administrator privileges, so it has sufficient permissions to assign licenses to users (agents).
- Additionally, please check the information under:
- Step 1: Go to admin.microsoft.com
- Step 2: Click Billing > Your products
This section will display the exact number of available licenses for the subscription you are currently using.
