I'm unable to purchase a license for my Microsoft 365 Business Basic subscription. My payment method was accepted, however.

    Although your payment method was successfully added and accepted in the system, the actual purchase of the subscription may still be blocked by a few different factors.  

    Below are the most common reasons why this can happen, along with detailed guidance to help address it: 

    1/ Verify your role in the Admin Center 

    Please ensure that you are signed in using an account with one of the following roles: Global Administrator, or Billing Administrator. 

    To quickly check your role: 

    1. Go to Microsoft Admin Center with your administrator account > Users > Active users. 
    2. Select your user account. 
    3. On the right panel, choose Manage roles. 
    4. User's image
    5. Check whether you are assigned either Global Administrator or Billing Administrator. 

    Please note that if your organization is under a partner-managed program, license purchases may need to be completed through the partner instead of directly in the Admin Center. 

    2/ Check your Billing profile 

    • Go to Admin Center > Billing > Bills & payments and make sure there are no outstanding invoices (any unpaid invoices would appear in this list). 
    • Verify that your tenant’s country/region is correct by going to Billing > Billing accounts, then selecting your billing account to review the account details. 
    • Ensure that your payment method is correctly configured by going to Billing > Payment methods and confirming that your card is set as Default. 

    3/ Re-add and set your card as default 

    Sometimes the initial card verification is successful, but the actual charge is blocked. Please try: 

    • Removing the card 
    • Adding it back again 
    • Setting it as Default 
    • Retrying the purchase 

    4/ Check with your bank 

    Your bank may allow the pre‑authorization but block the final charge. You can ask your bank to confirm that your card supports: 

    • International online transactions 
    • 3‑D Secure / OTP authentication 
    • The merchant category for Microsoft / software purchases 

    If possible, you may also try using a different card. 

    5/ Try an alternate purchase method 

    Please try making the purchase from: 

    • A private/incognito browser window 
    • User's image
    • A different browser (Edge, Chrome, etc...) 

    This helps avoid issues caused by cached sessions or blocked pop-up windows (used for 3‑D Secure). 

    6/ Contact Microsoft Support 

    If you're still unable to complete the purchase even after following all the recommendations, the issue may be related to the subscription configuration or backend validation on your tenant. I recommend contacting the Microsoft Billing Support so they can verify your subscription status, license provisioning, account recognition, and any hidden billing or tenant restrictions that may be blocking the purchase. 

    To proceed, please follow the steps below:  

    • Sign in to the Microsoft 365 Admin Center with your Microsoft administrator account.  
    • On right bottom corner click on "Help & support"

    • After that choose the "Contact support".

    • Describe your issue and request to speak with a live agent. You may be offered options for chat or call depending on your region and support availability.

    • Did the error occur during checkout or after checkout when the subscription tried to provision?
    • Is this a new tenant purchase or an add‑on/renewal to an existing tenant?
    • Do you see Microsoft 365 Business Basic listed under Billing > Your products? If so, what status is shown?
    • In Billing > Payment methods, is the card/bank verified and set as default?
    • Are there any billing profile alerts (tax info, address mismatch) or tenant restrictions (country/region mismatch)?
