can't add a person to a group in Planner

I'm using Planner 1. There are four people in our organisation who have licenses for Planner 1 and I am now creating plans from scratch.

I am trying to create groups but can't add anyone to them. See screenshot below where I have tried to add Alex to my group/project called 'Lead in Template' - says 'no results found'.

    Hi, Angela! Thanks for update. Even if Planner Plan 1 is assigned, the user must be fully provisioned in Microsoft 365 before they can be added to a Microsoft 365 group. Since the licenses were assigned yesterday, allow up to 24 hours for directory and service provisioning to complete. Also confirm in Microsoft 365 admin center under Teams and groups > Active teams and groups that the group was created successfully and that group creation is not restricted by policy. The error with a correlation ID usually points to a backend provisioning delay rather than a license issue.

    Managed to find Chris Wolken and tried to add him to a plan, but then got this message:

    We couldn't add "1" users to the plan.Technical details

    Please see the below - I am the admin and the three others were added yesterday - everyone has Planner Plan 1 licenses. I don't understand why they don't show up as visible when I want to create a group.

    Hey. In Planner, you can only add users who exist in your organization’s Microsoft 365 directory and have a license that includes Planner. Ask your admin to go to Users > Active users, confirm Alex’s account is there, and check that a valid license is assigned. Then search using the full email address in Planner. If the account is not in Active users, it must be created first before you can add the person to the group.
