Microsoft Forms Ranking Question: entries partially saved when the ranking order isn't changed

We are experiencing issues with the Ranking question. If you create a ranking question - and someone completes the survey without changing the ranking order, it doesn't save their ranking. Example below - 2 responses in a 1-question survey. When you look at results, it only displays the survey responses where someone moved the ordering around.

Is this a bug, is this intended behavior?

    First of all, I want to begin by sincerely apologizing for the frustration and inconvenience this issue has caused you.

    In my test environment, the Ranking question is working as expected.

    To help narrow this down further, could you please confirm the following:

    • Does this issue occur only with this specific form, or have you noticed it with other forms as well?
    • Could you try creating a brand-new form and add a new Ranking question (ideally with more than two responses), then check whether the same behavior still occurs?
    • Are there other users in your organization who experience the same issue when creating or responding to Ranking questions?
