I've had this problem for a bit now and I don't know how to fix it since anywhere online doesn't give me what I need. I am able to solve it by doing ctrl + shift + esc and restarting windows explorer. Sometimes it does happen when I just load up my pc and log in, but that's happened like once and my computer was acting funky in that time frame anyways...
Can anyone help me? This is my first time submitting a question here and I don't really have a clue on what to put for tags sorry! Hopefully I don't forget about this question lol.

When this happens on your screen, right click your Start Button and open Device Manager.
Expand the Display Adapters section, please provide a screenshot of that full Device Manager window.

Click your Start Button, then just type msinfo and press Enter, please provide a screenshot of the resulting System Information window.

The best first option is to go to the support page for your laptop on the Dell website to download and manually re-install the version of Intel graphics drivers they provide for your laptop model.
Then wait to see if that resolves the problem.
If not, open the Settings App.
Go to System - Recovery.
Click the 'Reinstall Now' button in the 'Fix problems with Windows Updates' section, then wait for that process to complete.
I don't have a laptop but a pc, so I just did the second one except I can't continue due to not enough storage. I tried changing the drive to go to my F: drive since it has WAY more storage, but it still tells me to clear some storage and doesn't let me switch drives.
What should I do? I don't know what else to delete in my C: drive since it's all system things... I only need about 58 MB by the way.
Okay so I got some storage cleared up and I was able to do the "reinstall now" but my games are very laggy and when I signed back in my background was already black before I did anything else. I suppose i'll just do another repair version and hope everything fixes itself...
I did look at my drivers in my device manager and tried to update to a better one to see if that would do anything, but it said I already had the best version.
Edit: apparently the background just fully changed to black by itself. My games are running smoothly as well after doing another repair :)!!!
If you set the background to a new image file, in your original screenshot, there were black squares behind the Desktop icons, is that still happening.
I think it changes back to the old color that used to be my background, because I changed it to a darker red that is outlining the apps before making it a photo.

I do think this is caused by a problem with the graphics drivers.
The next option is to go to the Intel website to download the Intel Driver and Support Assistant, then use that utility to update all your Intel drivers.
I'm trying to do the steps on the site after downloading the thing, but it keeps saying something is going wrong with the scanning. I've tried to redownload it and refreshing it, but it won't work. What do I do?
Okay, try installing this version of the driver from the Dell website.

I went there and clicked on my device when it identified my system, but when I put windows 11 for my driver it says it's not compatible. So, I went back to the intel driver and support assistant download and it seems just like I can't put the apps and devices on "blocked," so I allowed it and I was able to download the stuff. If anything, else happens like my problem, I'll comment it here.
edit: I guess it didn't work... I downloaded something cause another update wasn't working to repair something, but it hasn't done anything. I have no clue what else to do to make this thing install.
If none of these provided steps have resolved the problem, it may be time to consider backing up your files and reset Windows.
