For Japan, the Letter of Authorization (LOA) used for number porting in Microsoft Teams Calling is not downloaded from a public link. Instead, Microsoft provides the correct LOA inside the Teams Admin Center (TAC) when you initiate a port request.
To get the Letter of Authorization (LOA), kindly following the instruction via this article: Transfer phone numbers to Microsoft Teams - Microsoft Teams | Microsoft Learn.
In case you cannot find any Letter of Authorization (LOA) in Teams Admin Center (TAC), kindly check if proceed with creating the port order even if the LOA is not immediately visible and if Microsoft or the carrier rejects the request because of missing LOA details, the status will show Customer action required, and the system will indicate exactly what is missing.
If all checks have passed but the issue persists, kindly follow this article to create a new support ticket via Microsoft Admin Center: Get support - Microsoft 365 admin | Microsoft Learn.
