Phone number bad reputation; Error: 399287

Question

Hi everyone,

We have a situation where the authenticator is lost for a tenant and the phone number for the administrator account for the backup text verification is not working with the error message: 399287

After some googling i have found out that it has to do with the phone number having bad reputation. This is the error message we get:

Is there any way to resolve this? We are currently locked out of the tenant because of this.
