To narrow down the issue and provide the best advice, could you please clarify how many mailboxes you need to import from the external Exchange to Microsoft 365?
1. If the number of mailboxes is low (Individual use): You don't need to perform a complex migration. Instead, you could try to import .pst files after having a mailbox set up on the M365 side.
- Export your current mailbox data to a .pst file via the Outlook desktop app.
- Configure your new M365 account in Outlook.
- Use the Import/Export wizard to import the .pst file into your M365 account.

2. If you have many mailboxes (Admin/Organization level): If you are migrating many users, manual PST import via Outlook would not be efficient. In this case, you can consider:
- Using the Migration tools in the Exchange Admin Center
- Or using the Network Upload service to import multiple PST files in bulk directly to Microsoft 365
