Cannot receive email and understand no technical questions

I am elderly and cannot understand technical questions or answers eg which system or version are you using.

I cannot receive any emails - they completely stopped yesterday. It seems I can still send emails. It is the same on all my devices and a local computer shop says there is something wrong/a glitch at the Microsoft end not on my email. He told me to speak to a person at Microsoft as it needs to be fixed at their end. But it seems impossible to speak to a person….. I am not sure I will even find my way back here for any answers and don’t know how I got to this Q and a portal. I will not receive any notification of anyone answering anyway……because I cannot receive emails. I am having to select tags below (whatever these are) but I’ve no idea if I’m selecting the right ones.

Microsoft explains that when no new messages appear on the web or in apps, the issue is usually at the mailbox level, not the device you’re using.

    To try to fix this, the simplest step is to check your email on the Outlook.com website at www.outlook.com. Microsoft recommends this as the first and easiest way to see whether the account is working. If nothing appears there, it confirms the problem is with the mailbox, not your devices.

    Sometimes emails can also be moved automatically into folders like Junk, Deleted Items, or Other instead of the main Inbox, so it helps to take a quick look at those as well.

    May I ask when you go to www.outlook.com, can you see any new emails at all, even in the Junk or Deleted Items folders?
