Hi Ian Lyons,
Thanks for the reaching out in Microsoft Q&A forum,
The "An error occurred. Please try again later" message when attempting to upgrade Azure support plans is a frequent issue, often unrelated to Global Administrator permissions. It typically stems from backend commerce system glitches, browser issues, or billing account access limitations, even for users with elevated roles.
Steps:
Verify Billing Permissions: Confirm your role includes Billing Account Owner or Contributor access via Azure Portal > Cost Management + Billing > Properties. Global Admin grants Entra ID control but not always commerce-side actions for support plan changes.
Alternate Access Path: Navigate to the Microsoft 365 Admin Center (admin.microsoft.com) > Billing > Your products > Select Azure subscription > Change support plan. This bypasses the Azure Portal's affected blade.
Browser and Network Fixes: Use an incognito window, clear cache, and test from a non-corporate network to rule out Conditional Access policies blocking commerce endpoints.
Subscription and Plan Considerations:
Ensure the subscription is Active (not suspended) in its Overview blade. For Microsoft Customer Agreement (MCA) or portal-purchased plans, upgrades occur directly in the portal; Enterprise Agreement (EA) requires contacting your Microsoft representative.
