HACKERS HIJACKED AN ACCOUNT ON MY PLAN AND I NEED HELP

an account on my plan has been hijacked and taken over - I have filled out the forms to try to regain access numerous timesn and it keeps getting rejected, I have sent numerous emails to secure@microsoft.com with NO RESPONSE !! it has been close to a MONTH since my account was taken over by a hacker and microsoft has been NO HELP! I have personal documents on my one drive that I can NOT access - the hacker has changed the recover email to their own - I NEED HELP!
