How to fix Word .docm ribbon inactive until window is resized, opening from Internet link.

When opening a .docm file directly from the Internet (browser), the Word ribbon is initially inactive and unusable. The only way to make it functional is to click the Word icon in the taskbar to minimize and restore the window, after which the ribbon works normally. This happens every time the file is opened and seems related to Protected View or how Word handles files from the Internet.
