When opening a .docm file directly from the Internet, the Word ribbon does not respond at first. The ribbon becomes functional after minimizing and restoring the Word window.

This happens every time the file is opened and seems related to how Word handles files coming from Internet locations or in Protected View.

    As you have found, online documents are "blocked" and open in Protected view. You can locate each of these files in File Explorer, right-click the doc icon and choose Properties; in the Properties window, click Unblock and then click Apply.

    Since *.docm is a macro-enabled document, there is a good reason that it opens in Protected view.
