Can’t get into my Microsoft account.

Oh boy, where do I even start? Microsoft Teams hasn’t been helping at all. My boyfriend’s brother created the account for him when he was young, and now he can’t sign in because it needs email verification. Since his older brother hadn’t used his Yahoo account for so long, Yahoo deleted it. Yahoo won’t let us get it back. We still have the backup phone number linked to the account, but it won’t let us send a code. It just keeps saying there’s something wrong with the system. I’ve been trying to explain this to Microsoft, but they haven’t been helpful at all. I’ve submitted eight recovery forms already, and it’s been a whole month. I don’t understand why they can’t help us get back into the account. We’ve spent a lot of money on games and have had this account for a long time. More than 13 years. It’s crazy to me that they won’t help. I’ve contacted support, emailed the CEO, and still no help and no response. The phone number and the card on file should be proof.
