Outlook junk folder. Can I mark things as junk?

Why can I not mark things as junk or spam myself. It filters all my important stuff into junk but doesn't allow me to mark things as junk or spam.

    Hello,

    You can right‑click the email you received and select Report > Report junk or Report phishing to have it moved to the Junk Email folder.

    If you want to remove an email from the Junk Email folder, or if a legitimate message was mistakenly marked as junk, right‑click it and select Report > Not junk.
