To obtain a Power Platform Developer license, you indeed need a work or school account. Since you mentioned that you do not have one, you might consider creating a free account with Microsoft Entra, which allows you to become a low-code developer with Power Apps. This can be a good alternative to access the Power Platform Developer Plan without needing a paid Microsoft 365 license.

Regarding the payment issue you are experiencing, it could be related to various factors such as browser settings, payment method restrictions, or specific requirements for the address format. If you continue to face difficulties, I recommend reaching out to Microsoft support for assistance with the payment process.

In the meantime, you can explore the option of signing up for the Power Apps Developer Plan through the Microsoft Developer Program, which may also provide you with the necessary resources to start learning.
