APIM: Service capacity reached in East US - can't make network changes

I'm trying to make some adjustments to our network configuration in a secondary location of our APIM instance. Every time I do, the service goes into the "Updating" state for a few seconds before reverting. I can see in the activity log that it's failing to capacity issues.

How can we get unblocked for this?
