I kindly request confirmation regarding the licensing terms for Windows Server 2025/2022/2019 (Standard).

After licensing all physical cores of the server (minimum 16 cores), does the license grant the right to:

• run 1 physical instance of Windows Server, or

• run 2 virtual instances (VMs),

regardless of the hypervisor used (Proxmox, Hyper-V, VMware)?
