I know this can feel confusing because Power Apps enforces strict permission controls, and when an app is owned by another user or is in an environment with restricted roles, only an administrator or the primary owner can delete it. The reason this happens is that Power Apps requires System Administrator or System Customizer permissions within your environment in order to delete apps or reassign ownership, and if you don’t have those permissions, the delete option is blocked and the system directs you to your administrator. The resolution is to identify your Power Platform or Microsoft 365 administrator, who can either delete the app directly or assign you as the new owner using administrative tools or Power Apps cmdlets. Microsoft Learn confirms that if the app owner is unavailable, an administrator can reset ownership so the new owner can delete the app.
