how to fix my hotmail account

I have an email account issue <Mod remove PII> @hotmail.com. the email account was hacked and I am no longer getting mail in my in box, spam messages are going to junk a little amount. I have found a name change on my hotmail account (talking to me). I have deleted the accounts on my MacBook and iPhone. Only my <Mod remove PII> @hotmail.com is not receiving messages now. I need to recover my account. I did contact help and got this message; Thank you sharing the details. Based on your description, the culprit may have managed to setup rules on your account that re-routes incoming mails to a different mailbox before you managed to secure the account.

I followed this link which was of no help and I spoke to apple who identify some issue but this issue is the actual email and Microsoft issue; You may follow instructions on this link to contact them:

I am not getting mail so I have provided my <Mod remove PII> @gmail.com not sure what the below drop box is for n/a
