trying to add family member to onedrive family account but saying they are already a member of a family group

I have removed my daughter as a family member and invited her by email, but when she tries to complete logging in, it says that she is already a member of a family group. On my laptop she is not there as I deleted her. On family safety app on my phone she is there in my family group, but there is no option to remove her. We are going around in circles!
