Hi,
In order to create Technical support request in Azure portal you need to have at least Standard support plan and you need to select Severity B or Severity A on Additional details tab.
If you have Developer support plan or this is Severity C case under Standard plan, you need to post your question here and an External Staff person will create technical support request on your behalf if necessary.
Confidential details can be shared via private message so you don't have to post them publicly.
