Cannot complete Hardware Program enrollment - Windows Analytics Agreement link returns DNS error

I am trying to enroll in the Hardware Developer Program on Partner Center. During the Agreements step, 3 of 4 agreement links work fine, but the Windows Analytics Agreement (ver 2.0) link (https://go.microsoft.com/fwlink/?linkid=866941) returns "Service Unavailable - DNS failure". The 'Accept and continue' button requires all 4 links to be opened, so I cannot proceed. I have tried multiple browsers (Chrome, Edge), flushed DNS, and used different networks. This issue has persisted for several hours. I also cannot create a support ticket because I don't have workspace access yet. Please assist.
