Getting an error 65000 for most of the Intune security policies

Most Intune policies are failing with error code 65000 after we migrated from one tenant to another using the Quest migration tool. We would like to understand the exact root cause and the resolution steps. Please also provide the RSOP details. Additionally, confirm whether the presence of GPOs can cause the same issue after migration, and advise how to identify if any GPOs are still applied post-migration.

NOTE: We have been verified that there is no 3rd party services including Group policy.
