Try temporarily disable USB selective suspend, see if that helps:

    1. Open the Search bar and type “Edit power plan“. Click “Open“.
    2. Now, click on the “Change advanced power settings” option.
    3. Under the Power Options, expand “USB settings“.
    4. Disable the “USB selective suspend setting”.
    5. Click OK followed by Apply.

Additionally, I suggest to check power management settings for the USB devices.

    1. Press the Windows key + R. Type “devmgmt.msc” and click OK.
    2. Expand the “Universal Serial Bus controller“.
    3. Right-click the “USB Root Hub (USB 3.0)” and click “Properties“.
    4. Under the Power Management tab, uncheck the “Allow the computer to turn off this device to save power” box.

If issue still persists, you can refer other suggestions in this fix:

You indicate the drivers have been reset, the best option is to go to the support page for your PC or Motherboard on the manufacturers website, then from there, download and install the version of Chipset drivers they recommend and while there, if you do not have your drive encrypted with Bitlocker, check for any BIOS update that may need to be installed

If your USB ports are not working on Windows 11, and resetting the drivers did not resolve the issue, you can try the following steps:

    1. Check for Windows Updates: Ensure that your system is up to date, as updates can include important fixes for hardware issues.
    2. Reset the USB Port: If you are experiencing USB pipe errors, you may need to reset the USB port. This can be done by:
      • Canceling all transfers to the device and stopping the I/O target for the device.
      • Sending a reset-port request using the method WdfUsbTargetDeviceResetPortSynchronously. This operation will cause the device to be re-enumerated on the USB bus.
    3. Use Workarounds: If you are unable to boot into Windows due to USB issues, consider using a PS/2 keyboard or mouse if available, or a USB recovery drive to access recovery options.
    4. Check Device Manager: Look for any issues with USB controllers in Device Manager. If you see any yellow exclamation marks, you may need to uninstall and reinstall the drivers for those devices.
    5. Registry Modification: In some cases, modifying the registry may help resolve USB issues. However, this should be done with caution, and it's advisable to back up the registry before making changes.

If these steps do not resolve the issue, further troubleshooting may be necessary, including checking hardware connections or consulting with a professional.
