Product key blocked after re-install using Dell Recovery tool on laptop.

Had a failed HD and replaced it with non dell HD. Re-installed windows on new HD with the Recovery tool downloaded from dell for this laptops serial number. It was Win10 supplied by Dell.

Windows would not activate as it claimed my key was blocked. Ran up the old HD which is insanely slow as it is almost failed. Retrieved the original key from the factory installed HD.

Re-inserted new HD and attempted the key, which I thought was assigned to this physical machine. Still blocked. Upgraded to Win11. Key still doesn't work.

I've been trying to find a telephone number for telephone support in Australia on the Microsoft website but cannot find one for home customers. There is not even an online support or email address. It's all AI, which continually loops around with "checking key" and "key blocked" and "buy a new key for $399".

Desperate for advice on how to move forward.

    If Windows was pre-installed by Dell on that device, then you should never need to enter a product key, Windows should activate automatically any time it is installed from the OEM licence on the motherboard, provided you install the exact same edition (Home or Pro) that was previously installed on the device.
